Previous research demonstrates that the cost of occupational ill-health and injuries and, specifically the cost of employers’ liability insurance does not motivate UK employers and that rehabilitation has a relatively low status.
The Health and Safety Commission’s Revitalising Health and Safety strategy (RHS) states that the “compensation, benefits and insurance system must motivate employers..” and “The Government sees a case for reforming the arrangements for employers’ liability insurance..”.
This study has found that workers’ compensation arrangements in other countries positively motivate health and safety management and, in some cases rehabilitation. Evidence available indicates that a reformed UK insurance process would provide a significant motivation to employers to improve health and safety and rehabilitation. It recommends that the options for a reformed UK insurance process in this report be elaborated and assessed.
