The Fire Service Emergency Cover Toolkit considers the fire and rescue authority risk as it ‘currently is’, and then predicts the consequences of making changes to Fire and Rescue Authority resources or to other factors.

The Toolkit was developed by the Department for Communities and Local Government (DCLG) for fire and rescue authorities’ use and was rolled out to all fire and rescue authorities in England, Wales and Scotland in 2004. The objective of this work was to fully specify a method of assessing the risk from different types of major incident in a way that can be incorporated into the Fire Service Emergency Cover Toolkit software, and to provide suitable risk factors based on currently available data.
